Enables the Forge-native Page Designer storage substrate and its public render-contract routes for this tenant — the backend plumbing behind the visual page-building Designer tab every event already has, not the tab's visibility itself, since that tab is always on.

Backend routing switch, not a visible screen

This flag governs which storage/rendering path a published page takes behind the scenes. It's locked off for every tenant while this large, ongoing initiative continues, so toggling it has no effect on what an admin sees in the Designer tab today.
